Мы, волонтеры, работающие на ликвидации последствий наводнения в Крымском районе Краснодарского края, просим проинформировать нас о планах вашей организации по распределению собранных 850 млн рублей.

На данный момент Крымск и все пострадавшие на Кубани нуждаются в материальных средствах, жилье и гуманитарной помощи. Вышеизложенное собирается нами, силами гражданских активистов и благотворительных организаций, однако собранных средств не хватает на оплату всего необходимого.

В то же время из сообщений СМИ известно, что Красный Крест собрал свыше 850 млн. рублей. Ваши представители, приезжавшие в зону стихийного бедствия,  не смогли рассказать жителям города, на что будут направлены собранные средства. Более того, неоднократно заявлялось, что решения по их использованию будут приниматься по указаниям чиновников, которые и так сейчас осваивают в ходе восстановительных строительных работ бюджетные средства в объеме 4,5 млрд. рублей.

Мы, волонтеры Крымска, полагаем, что главный смысл в сборе пожертвований – использовать их в тех вопросах, в которых государство оказывается неэффективным, прежде всего – для помощи конкретным пострадавшим. Мы обращаемся к Российскому Красному Кресту с требованием сделать прозрачный, открытый отчет о расходовании средств, поступивших на счет. Уверены, что это позволит нам скоординировать работу всех негосударственных структур, а также укрепит доверие просыпающегося российского гражданского общества к волонтерским проектам, реализуемых в духе солидарности и взаимопомощи.

Прошу Вас, принимая во внимание сложившуюся обстановку, как можно быстрее и подробно ответить на это письмо, опубликовав все возможные данные

An open letter to the Russian Bureau of the Red Cross Organization.

We, the volunteers, who work in the area of flooding in the town of Krymsk and whole Kuban region of Russia, kindly ask your organization to disclose your plans of distribution of 850 million rubles you have raised.

At this very moment, flood victims are still in need of the humanitarian aid and support. We also have raised substantial funds from Russian and foreign citizens, civic activists and charity organizations. We are regularly publishing reports on their usage. However, collected funds are insufficient.

At the same time numerous media report that The Red Cross had raised more than 850 million roubles for the needs of people, who lost their property because of the flood. Your representatives, which had been in Krymsk recently, could not tell people of Krymsk how these funds would be distributed in the zone of disaster. Other sources claim that this money would be used by the authorities of Krymsk as an addition to the federal government funds, allocated for reconstruction of the destroyed buildings in the amount of 4.5 billion rubles.

We, the volunteers of Krymsk, believe that the main purpose to raise money via non-government organizations and charity funds is to offset the situations where government proves to be ineffective. We kindly ask the Red Cross to make an official financial statement where all of the planned and processed payments will become transparent to donors and general public.

We are absolutely sure that it would help a lot to coordinate the work of all the non-government structures and that it would also strengthen the trust of the awakening civil society in Russia towards the volunteer’s and civic activists’ projects which are implemented in a spirit of solidarity and mutual support.

We kindly ask you to make a detailed response on this letter and to disclose all the data to the public as soon as possible due to the critical situation in the region of Kuban.
